Manager - Environmental, Health, Safety & Security

JOB PURPOSE

Provide strategic direction and leadership for the development, implementation and administration of comprehensive environmental, health and safety programs.  Oversee and provide assessment of Environmental, Health, Safety & Security (EHSS) risks throughout  and provide EHSS programs management which ensure compliances with governmental regulations. This position is also responsible for planning, assessing and coordinating the implementation of environmental, safety and security policies and practices.

 

KEY RESULT AREAS / RESPONSIBILITIES    

•    Provide technical expertise, strategic leadership, and support company-wide on regulatory compliance issues relating to EHSS;
•    Design, develop, implement, and oversee the organisation’s EHSS programs and procedures to safeguard employees and surrounding communities;
•    Monitor, coordinate and report the performance of EHSS which includes Hazard & Risk Management, Incident Reporting & Investigation, Safety & Security Audits & Inspection, 5S activities, Waste Inventory & Management, Workplace, Employee, Student, Contractor Monitoring, etc.; 
•    Ensure the EHSS department and consultants have the necessary skills to effectively interpret regulatory and Company requirements while working with key stakeholders to develop cost effective business solutions;
•    Collaborate with management to develop business-driven EHSS strategies for the Company, including setting goals and tracking/aggregating performance data;
•    Continual update of EHSS knowledge and information related regulations, policies, and management expectations;
•    Partner with key internal stakeholders to address EHSS issues to ensure complete compliance with all applicable regulatory requirements;
•    Support staff development in the area of EHSS.
•    Support EHSS person in charge within Institutions to implement formal and informal training to improve technical and behavioural competencies;
•    Support in establishing strategic relationships with contractors and consultants proactively to ensure program scope, objectives, time lines and budgets are achieved;
•    Interact with Operations, Legal and other support staff; partner with Operations, Corporate Departments, and other key stakeholder organisations to share information on EHSS performance issues;
•    Network and benchmark with internal and industry peer groups and share Best Practices from across the industry;
•    Performs additional responsibilities as requested (i.e.: serve in various advisory roles as needed).


KEY COMPETENCIES
•    Competent in the Occupational Health & Safety Act;
•    Knowledgeable in ISO 14001 and OHSAS 18001, preferably with certifications from regulating bodies;
•    Ability to apply technology application and tools to problem encountered within job speciality;
•    Ability to work independently with high degree of commitment;
•    Ability to understand problems from a broad perspective and able to use reasoning to identify the root cause of the issues/problems;
•    Ability to determine the technique and tools needed to solve problems and make judgments by having effective Problem Solving & Decision Making Skills
•    Resourceful and independent individual;
•    Strong communication and writing skills essential; 
•    Strong interpersonal and ability to communicate with all levels of stakeholders;
•    Possess high level of integrity, strong organizational, planning and work well under pressure;
•    Ability to recognize, identify hazardous materials and have knowledge of      emergency responses, self-protection measures and accident prevention methods;
•    Experienced in leading, managing and executing facility and enterprise wide EHSS programs, including auditing, management system design and implementation, and consulting;
•    Ability to prepare and deliver EHSS in-house training;


JOB SPECIFICATIONS

Skills and Qualifications
•    Bachelor’s degree or advanced degree in Safety;
•    Certified Safety Professional (CSP), Certified Risk Manager (CRM) or other safety designations
•    Preferably Competent Safety Officer endorsed by NOISH or register with DOSH/JKKP;
•    Possess valid Green Book certification from DOSH will be advantageous


Related Experience
•    Minimum 8 - 10 years of working experience in EHSS related programs/field is required;
•    Proven track record including successful development and implementation of EHSS strategies;
•    Technical knowledge of EHSS regulations and risk abatement programs;

 

Competencies
•    Proficient and able to work independently with major Microsoft Office programs;  
•    Adept at problem resolution
•    Good interpersonal skills with strong analytical and trouble-shooting capabilities.
•    Able to work independently with minimum supervision.
•    Have the knowledge in Facilities Management
•    Good command in both spoken and written English and Bahasa Malaysia
•    Ability work independently and as a team
•    Possess good interpersonal skills, ability to interact with all levels
•    Good attention to detail
•    Ability to work on own initiatives and to operate under tight schedules and deadlines
