Manager - Quality Management
JOB PURPOSE
The Manager Quality Management is responsible for the management and operations of Quality matters in collaboration with the Registrar and Deputy Registrar in spearheading of quality management initiatives.
Specifically, the Manager is responsible to assist the Registrar and Deputy Registrar in the development, communication, review and enhancement of relevant policies, standards and guidelines pertaining to Quality and Governance of Taylor’s. The Manager is also responsible to ensure the effectiveness of the institution’s quality management system, which covers teaching and learning, research as well as support services. Additionally, the Manager is also responsible to manage the institution’s rating and audit exercises.
KEY RESULT AREAS / RESPONSIBILITIES
1. Assist the Registrar and Deputy Registrar to:
a. manage the circulars and notifications from regulatory and statutory bodies that impact Taylor’s.
b. coordinate the implementation of the legal compliance process across Taylor’s.
c. manage the institutional licenses and ensure compliance obligations are fulfilled.
d. manage the student intake standards.
e. manage the review and enhancement of relevant policies owned by the department.
2. Liaise with Standards Malaysia and ISO 9001 QMS certification body regarding ISO 9001 Quality Management System (QMS) certification related matters.
3. Ensure the relevant statutory and regulatory requirements as well as ISO 9001 QMS requirements are properly addressed in Taylor’s quality management system.
4. Manage and participate in the internal quality audit which reviews the implementation and effectiveness of the quality management system.
5. Manage the institutional audit by Ministry of Higher Education, Malaysian Qualifications Agency, ISO 9001 QMS certification body and other relevant authorities and external bodies follow up on any corrective, preventive and improvement actions necessary Manage the institution’s national and international benchmarking exercises with regards to quality assurance,
6. Manage the SETARA and MyQUEST rating exercise, and ensure the institution receives an appropriate rating
7. Provide professional advice and guidance regarding quality assurance and RQA policies and procedures to the individual and groups across the institution and to external bodies.
8. Organise and conduct awareness programmes relating to quality in order to enhance the quality culture within the institution.
9. Work with the respective Heads of Schools and Heads of Departments to initiate quality improvement projects.
10. Any other responsibilities that may be assigned by the Registrar.
JOB SPECIFICATIONS
MINIMUM ACADEMIC/PROFESSIONAL QUALIFICATION
Relevant Master’s/ Degree in Education, Quality Management, Business Administration, Organizational Development, or related field.
RELATED EXPERIENCE
At least five (5) years of related working experience
COMPETENCIES (KNOWLEDGE, SKILLS & ABILITIES)
• Possess good managerial skills
• Possess a good knowledge of the higher education industry including the relevant statutory and regulatory requirements
• Possess a good knowledge of the key processes of a higher education institution, including curriculum design, assessment, programme monitoring etc.
• Possess knowledge and experience in managing ISO 9001 Quality Management System
• Possess experience and skills in benchmarking and internal auditing.
• Possess good interpersonal, written and oral communication skills
