Executive - Learning & Development

We are seeking a highly organised and operationally driven Executive, Learning & Development to serve as the operational backbone of Taylor's Learning Academy (TLA).
This role is responsible for ensuring the smooth execution, governance, and compliance of all learning operations, with a primary focus on HRD Corp (HRDC) administration across both Taylor's role as an Employer and as an HRDC-registered Training Provider.
The incumbent will oversee end-to-end HRDC grant administration, programme registration, levy utilisation, audit readiness, service level agreement (SLA) management, learning operations reporting, and operational process improvements. The role also supports the administration of the Learning Management System (CSOD) to ensure learning activities are accurately recorded and maintained.
Working closely with internal stakeholders, Finance, external training providers, and HRDC, this role ensures that learning programmes are delivered efficiently, remain fully compliant with regulatory requirements, and provide accurate operational insights to support decision-making.
KEY RESPONSIBILITIES OVERVIEW
1. HRDC Operations & Compliance (Primary Responsibility)
- Manage the full end-to-end HRDC administration lifecycle for all learning programmes.
- Process grant applications, approvals, claims, reimbursements and supporting documentation via HRDC e-TRiS.
- Ensure compliance with all HRDC policies, funding requirements and audit standards.
- Monitor levy utilisation and provide recommendations to optimise grant utilisation across the Group.
- Liaise directly with HRDC officers regarding claims, audits, compliance matters and operational queries.
- Maintain complete, accurate and audit-ready documentation for all funded programmes.
- Develop, maintain and continuously improve HRDC SOPs, operational guidelines and internal processes.
- Track HRDC processing timelines and ensure adherence to internal service level agreements (SLAs).
- Partner closely with Finance to reconcile grant claims, payments and levy balances.
2. HRDC Training Provider Administration
- Coordinate programme registration under Taylor's HRDC Training Provider status.
- Manage programme accreditation and registration requirements for public programmes.
- Coordinate trainer registration and ensure trainer eligibility requirements remain current.
- Support registration and administration of microcredentials and other recognised learning programmes.
- Maintain programme documentation required for HRDC compliance and future audits.
- Monitor renewal requirements, regulatory updates and policy changes affecting Taylor's Training Provider status.
- Ensure all programme records remain accurate and compliant.
3. Learning Operations
- Coordinate end-to-end administration for learning programmes including scheduling, logistics, participant communications and attendance management.
- Maintain annual learning calendars and programme trackers.
- Coordinate with internal stakeholders and external vendors to ensure smooth programme execution.
- Monitor programme completion, evaluation results and operational KPIs.
- Drive continuous improvement of learning administration processes to improve efficiency and service quality.
- Maintain operational documentation, templates and standard workflows.
4. Learning Systems Administration
- Support the day-to-day administration of the Cornerstone OnDemand (CSOD) Learning Management System, including programme setup, learner enrolments, completion records and reporting.
5. Reporting, Analytics & Operational Insights
- Develop and maintain operational dashboards for learning activity, HRDC utilisation and programme performance.
- Produce regular management reports on learning operations, HRDC claims, levy utilisation, programme status and compliance metrics.
- Utilise Power BI, Excel and other reporting tools to generate meaningful operational insights.
- Monitor operational KPIs and identify opportunities to improve efficiency and service delivery.
- Support data validation, reconciliation and reporting accuracy across learning systems.
DESIRED EXPERIENCES
Bachelor's Degree in Human Resource Management, Business Administration or a related discipline.
- Minimum 3–5 years' experience in Learning Operations, HRDC Administration or Learning Administration.
- Strong practical experience managing HRDC Employer grants and claims through e-TRiS.
- Experience supporting an HRDC Registered Training Provider, including programme registration and compliance requirements.
- Familiarity with HRDC programme accreditation, trainer registration and microcredential administration.
- Good understanding of HRDC policies, funding mechanisms and audit requirements.
- Experience developing and maintaining SOPs and operational governance processes.
- Strong analytical skills with proficiency in Microsoft Excel; experience using Power BI for operational reporting and dashboards is highly desirable.
- Experience managing operational trackers, SLAs and compliance reporting.
- Familiarity with Learning Management Systems (preferably Cornerstone OnDemand) would be an advantage.
- Strong stakeholder management skills with the ability to work effectively with HRDC, Finance, internal stakeholders and external vendors.
- Highly organised, meticulous and process-oriented with excellent attention to detail.
- Experience in Higher Education, Corporate Learning or Professional Services environments is preferred.
